Heterogeneous Wireless Network is currently a major area of focus in communication engineering. But the important issue recent approachability to wireless networks while maintaining quality service. Today, all access are working tandem keep users always connected internet cloud that matches price affordability and performance goals. In order achieve seamless connectivity, due consideration has be given handoff precision smaller number handoffs. Several researchers have used heuristic approaches solve this issue. present work, hybrid intelligent algorithm been suggested for vertical decisions. This based on dual optimization approach which uses “Particle Swarm Optimization (PSO)” “Mobile Robustness (MRO)” techniques improving services. performs well even failure network conditions gives best results terms connectivity. The at last compared with conventional it observed proposed methodology outperforms existing one.
